Norwegian envoys hold talks with LTTE

COLOMBO: Norwegian facilitators and representatives of the World Bank and the Asian Development Bank (ADB) on Saturday held discussions with the Liberation Tigers of Tamil Eelam (LTTE) on the "modalities and procedures" relating to the Post-Tsunami Operational Management Structure (P-TOMS). The meeting, held in rebel-held Kilinochchi, also discussed the issue of custodianship of the Regional Fund, provided for in the P-TOMS. Saturday’s meeting is seen as a possible forerunner to the formal nomination of members by the Tigers and the Government to make the P-TOMS, also known as the joint mechanism, operational. The Muslim political parties, who would also have their nominees on the panel, have expressed their concern over the manner in which the P-TOMS was formulated. They have said they would not participate in the mechanism. In a separate development, a police constable in the eastern Batticaloa town was shot dead by suspected LTTE gunmen.
